Potassium Permanganate (PP) - 1/2 teaspoon per 20 gallons, submerge completely, with an air stone to circulate, for 24 hours. Rinse well with dechlorinated water.
bleach - 1 capful or 1 Tablespoon to 5 gals of water, submerge completely, and soak for 30 mins to an hour, rinse in dechlorinated water as above.

If the plants are potted, remove them from the pot before treating, and repot them according to your preference, in fresh medium. Get rid of the old potting material - if you are going to use the pot they came in, that should be disinfected, as well.

I am not sure that dechlorinated water is needed. The small amount of chlorine left on the roots would not harm anything, just hose them down and pot them up if using pots.
